We are seeking a Systems Administrator - EEDM Lead to join our team supporting ICE ITESS in Chandler, AZ.


The team provides enterprise-wide technical and programmatic support services in support of the ICE Mission.  Performance requirements  are identified  to goals, technical and schedule requirements, deliverables, and report requirements for ICE OCIO Incident/Problem Coordination (I/PCT), Change Management, ICE Network Operations Center (NOC), Enterprise Email and Domain Management (EEDM), Enterprise Services and Tools Operations & Maintenance (ESTOM), and ITSM (ServiceNOW).  The Contractor shall work in partnership with each areas’ respective Government Task Managers (GTM) and maintain clear communications and mutually supportive relationships with OCIO, ICE Programs, and other DHS Components

Responsibilities & Qualifications


  • The Enterprise Email and Domain Management (EEDM) Team Lead serves as POC for day to day operations and will support a 24x7x365 staff
  • Provide adequate staffing and colloborate on planned and unplanned activity requiring coordination, monitoring, reporting, tracking or updating for the ICE mission
  • Manage all aspects of Active Directory to include monitoring, creating accounts, forest trust, domain and organizational unit level administration and support integrating third party authentication.
  • Perform full scope administration at the operating systems, database and application layers for Active Directory/Exchange physical and virtual servers to include, but not limited to; MS Exchange, Blackberry / BES, One Identity Active Roles, Veritas Enterprise Vault, Microsoft Domain Controllers, SCOM, Certificate Authority, and Privileged access system. The software support and administration also include custom developed software, and GOTS software. Full scope administration shall include, but is not limited to:
    • Maintain and optimize standard configurations on all components of the tools.
    • Follow configuration management protocols and procedures for each tool in accordance with ICE Change Management Procedures
    • Implement Security requirements to support the Security Authorization and Continuous Monitoring requirements in accordance with DHS and ICE policy.
    • Document and provide quarterly reviews of all processes and procedures for each tool/application.
    • Maintain the required patch status at the operating system, database, and application layers
    • Perform proactive monitoring of uptime and performance.
    • Complete quarterly configuration management reviews of all tools.
  • Provide Tier 2 and Tier 3 support for EEDM tools to include, but not limited to; Microsoft O365 Admin Center, Exchange Online, Azure Active Directory, Security and Compliance Center, Active Directors Federation Services, and Azure Active Directory Connect.
  • Provide mobile device management (MDM) capability for mobile device and user level controls.
  • The ability to support malware detection, over‐the‐air electronic software distribution of applications, remote data‐wipe capabilities, remote device configuration management, and asset / property management capabilities that protect against key and data compromise.
  • The ability to monitor, manage, and support accredited mobile devices in ICE operating environments.
  • Administrative and service account creation and management.
  • Support annual recertification activities for all user accounts.
  • Support eDiscovery for the Office of Professional Responsibility (OPR), the Freedom of Information Act (FOIA) office, the Office of the Principle Legal Advisor (OPLA), and other components’ data recoveries.
  • Provide daily, weekly, monthly, and yearly reports on all discovery requests to the designated GTL

  • Manage, create, and implement Enterprise Windows Security Configuration Management requirements through Group Policy in accordance with DHS Policy

  • Use of the following tools:
    • Microsoft AD
    • Microsoft Windows Servers
    • Microsoft System Center Operations Manger
    • NetApps NAS and SANs
    • Blackberry Enterprise Servers
    • Veritas products Enterprise Vault and Netbackup
    • One Identity Active Roles
    • CA-PAM
    • Microsoft Certificate Authorities
    • Microsoft SQL Servers


  • Five (5) or more years of IT work experience of progressively responsible and directly related work experience

  • Bachelor's or Master's degree in computer science, MIS or a similar computer oriented major from an accredited college or university

  • Administration using PowerShell for AD, Exchange, and O365
  • Strong understanding and experience with O365
  • Enterprise environment including backup and restore procedures
  • Windows and Active Directory PowerShell scripting
  • Azure Active directory administration
  • One of the following certification is required:  Microsoft 365 Certified: Security Administrator Associate, Microsoft 365 Certified: Messaging Administrator Associate, Microsoft 365 Certified: Enterprise Administrator Expert
  • Active Top Secret clearance with SCI eligibility
