Overview

We are seeking a NOC Team Lead to join our team supporting ICE ITESS in Chandler, AZ.

 

The team provides enterprise-wide technical and programmatic support services in support of the ICE Mission.  Performance requirements  are identified  to goals, technical and schedule requirements, deliverables, and report requirements for ICE OCIO Incident/Problem Coordination (I/PCT), Change Management, ICE Network Operations Center (NOC), Enterprise Email and Domain Management (EEDM), Enterprise Services and Tools Operations & Maintenance (ESTOM), and ITSM (ServiceNOW).  The Contractor shall work in partnership with each areas’ respective Government Task Managers (GTM) and maintain clear communications and mutually supportive relationships with OCIO, ICE Programs, and other DHS Components

Responsibilities & Qualifications

RESPONSIBILITIES

  • Operates and maintains a full suite of Government provided network management tools to automate and improve end point monitoring, support system evaluation, facilitate proactive problem identification, problem resolution, performance analysis, and configuration management.

  • Configure and troubleshoot ICE’s current routing protocol standard, OSPF as well as (Border Gateway Protocol (BGP), the routing protocol between ICE and OneNet as well as the non-DHS locations.)

  • Work with the DHS WAN steward to identify changes needed to support continued operations for ICE sites and partners connected through the DHS managed Extranet environment inclusive of firewall rule and routing changes.
  • Maintain ICE’s DNS / DHCP infrastructure including operations and maintenance needed for the overall health of the system.
  • Provide IP address space administration (assign new addressing for new sites and modifications of existing sites).
  • Provide DNS administration for new DNS entries and changes to existing DNS entries.
  • Support management, supervisory and line operations to meet the following NOC requirements (NOTE: this may require working with the DHS WAN Steward under DHS OneNet or external components and cloud providers)
  • Ensure the daily operational readiness of each of the major components of ICE’s infrastructure.
  • Monitor and report on the ICE elements of the OneNet WAN using read‐only access to routers and devices provided by the DHS WAN steward. This function is not intended to duplicate OneNet NOC functions but rather to provide ICE OCIO management with early warning of performance issues or network problems.
  • Analyze simple network management protocol data from routers (DHS OneNet and ICE‐ owned) and ICE switches and determine the appropriate action / escalation.
  • Provide administration support to ICE’s wireless communications:
  • Manage and maintain LAN / WAN based traffic management systems to monitor network traffic and performance.
  • Participate in various projects to ensure an updated understanding of new LAN / WAN designs or implementations that impact the ICE enterprise network. This participation includes, but is not limited to, presenting changes, active listening, understanding what was discussed in CCB and peer review meetings. If serving as the NOC representative at any meeting, evaluate any and all impacts that proposed design changes may have on the network.
  • Utilize processes, procedures, automation and workload to meet the Government’s priorities, requirements, and objectives.
  • Proactively monitor network and system management software for problems, outages, alerts and anomalies affecting the infrastructure or the systems. This includes, but is not limited to, DHS OneNet and cloud monitoring or and non-DHS locations to the maximum extent possible.
  • Monitor and enhance ICE’s network perimeter defense
  • Work in concert with the DHS WAN Steward to implement and maintain firewall rules and configurations in support of ICE external site connectivity.
  • Provide firewall management services that include, but are not limited to, the design, configuration, implementation, O & M of all firewalls within the hosted DHS infrastructure IAW DHS architecture and security policy.
  • Prepare and report on a weekly basis to the Security Operations Center (SOC) on the results of the analysis of firewall logs. If an abnormality or anomaly is identified, notify the SOC immediately IAW the Incident Response Plan.
  • Provide all maintenance to include configuration, patching, rule maintenance (add, modify, delete), and comply with DHS configuration / release management requirements when changes are required.
  • Operate ICE owned firewalls 24 x 7 x 365
  • Perform full scope administration of the operating systems, database and application layers for Network operational tools

REQUIRED QUALIFICATIONS

  • Minimum of a Bachelor's degree and 3 years of experience in the networking field or 5 years in a managerial/supervisory role in an IT related field.

  • Project Management Certification, i.e. PMP

  • Service Now (SNOW) experience and/or other service-related ticketing experience
  • CCNA and/or CCNP certification or equivalent
  • Certifications in additional networking tools (NetSight, InfoBlox, Prime, Juniper, Network Monitoring tools, etc.).
  • ITIL accreditation (at least at the foundation level)
  • Knowledge of network operating systems (Cisco, Extreme, Juniper, etc.)
  • Active Top Secret clearance with SCI eligibility
