We are seeking a Systems Administrator - ESTOM Team Lead to join our team supporting ICE ITESS in Chandler, AZ.


The team provides enterprise-wide technical and programmatic support services in support of the ICE Mission.  Performance requirements  are identified  to goals, technical and schedule requirements, deliverables, and report requirements for ICE OCIO Incident/Problem Coordination (I/PCT), Change Management, ICE Network Operations Center (NOC), Enterprise Email and Domain Management (EEDM), Enterprise Services and Tools Operations & Maintenance (ESTOM), and ITSM (ServiceNOW).  The Contractor shall work in partnership with each areas’ respective Government Task Managers (GTM) and maintain clear communications and mutually supportive relationships with OCIO, ICE Programs, and other DHS Components

Responsibilities & Qualifications


  • The Systems Administrator - Enterprise Services Tools Operations & Management (ESTOM) Team Lead provides adequate staff to respond 24 x 7 x 365 to any planned or unforeseen activity requiring coordination, monitoring, reporting, tracking or updating to ensure the least disruption to the ICE Mission.
  • Maintain and optimize standard configurations on all components of the tools.
  • Follow configuration management protocols and procedures for each tool in accordance with ICE Change Management Procedures
  • Implement Security requirements to support the Security Authorization and Continuous Monitoring requirements in accordance with DHS and ICE policy.
  • Document and provide quarterly reviews of all processes and procedures for each tool/application.
  • Maintain the required patch status at the operating system, database, and application layers.
  • Perform proactive monitoring of uptime and performance.
  • Complete quarterly configuration management reviews of all tools.
  • Provide enterprise Windows & MAC Patch Management and Software Deployments to maintain compliance with DHS information Security Vulnerability Management (ISVM) Bulletins and DHS 4300 Policy.
  • Operate and maintain an enterprise software deployment tool that provides patch management, third-party software distribution and end point configuration management to all ICE systems across the infrastructure.
  • Adhere to the architecture system lifecycle management and the CCB processes for distributing software or configuration changes to the ICE enterprise production environment.
  • Work with ICE application developers to create custom installation packages as needed to distribute applications to the field.
  • Coordinate with the Information Assurance Division (IAD) Information’s System Security Officers (ISSO) to deploy non‐ISVM patches as needed to ensure enterprise patch compliance.
  • Provide monthly patch compliance reports
  • Provide Web Proxy Support
  • Provide technical troubleshooting on web‐related issues.
  • Coordinate proxy rule requests with the DHS WAN steward
  • Operate and maintain an enterprise monitoring solution that provides monitoring platform to the ICE enterprise infrastructure and applications.
  • Maintain alerting configurations for the enterprise monitoring tool to support the ICE enterprise infrastructure
  • Interact with platform customers and translate their business requirements into actionable monitoring developments tasks.
  • Provide level of effort estimate for customized alerting request
  •  Serve as key enterprise monitoring application developer responsible for implementing monitoring capabilities using best practices as pertains to performance data from applications, databases, servers, hypervisors, cloud components, middleware, hardware, and storage.
  • Develop and implement monitoring requests in accordance with the Enterprise Monitoring Standard Operating Procedure
  • Document, Maintain, and perform quarterly reviews of the configured alerting thresholds
  • Use at a minimum, the following Government furnished COTS tools to manage (i.e. support, administer, implement, upgrade, and migrate services) (NOTE: this tool set may be changed by the government):

  • Bachelor's or Master's degree in Computer Science, MIS or a similar computer oriented major from an accredited college or university.
  • Five (5) or more years of IT work experience of progressively responsible and directly related work experience
  • Experience in Monitoring and Reporting tools
  • Advanced understanding of creating monitor templates and alert creation
  • Strong understanding and experience with Patching tools
  • Strong understanding of Windows and other Operating Systems level management
  • Experience with security scanning software to include but limited to Nessus and Splunk
  • Knowledge in ITSM (ServiceNOW) and other ticketing system software
  • Strong knowledge setting up monitoring thresholds for all IT infrastructure device to include but not limited to Server (API, services and PERFMON), network related devices, cloud instances, storage arrays and database resources
  • Strong communications skills and the ability to provide expert level updates across the department
  • Working experience with reporting and trend analysis tools
  • Microsoft Certified (Windows server certificate 2019 or higher)
  • Certified in (Enterprise Monitoring tools) to include but not limited to BMC TrueSight, ExtraHop, Nagios, SCOM etc.
  • Certified in but not limited to SCCM, Tanium and Axonius
  • Certified in but not limited to Tableau, PowerBI and other big data analytic tools
  • Active Top Secret clearance with SCI eligibility
