Responsibilities & Qualifications

RESPONSIBILITIES 

The Executive Information Technology Consultant will serve as the lead technical contractor representative and counterpart to NDU leadership, providing overarching support for the below responsibilities: 

 

  • Manages and implements large, complex information technology systems.  
  • Experienced in advising senior executives on effective utilization of information technology systems and reengineering to meet business objectives. 
  • Identify user requirements and describe services available or refer inquiries to other staff within installation.  
  • Provides technical support of a limited scope to users and assist them in defining and solving computing problems within well-defined areas of responsibility.  
  • Assists in preparing documentation of supported products for other staff members and users.  
  • Assists in preparing user training materials and conduct training sessions as assigned.  
  • Perform programming tasks of limited scope to assist users.  
  • Analyze functional business applications and design specifications for functional activities. 
  • Develop block diagrams and logic flow charts. 
  • Translate detailed designs into computer software. 
  • Test, debug, and refine computer software to produce the required product. 
  • Prepare required documentation, including both program-level and user-level documentation. 
  • Enhance software to reduce operating time or improve efficiency. Provide technical direction to programmers to ensure program deadlines are met. 
  • Act as a liaison between NDU component requirements, bridging communication gaps between business owners and front-end developers. 
  • Collaborate with component and directorate leaders to define technical requirements for priority data-analytics use-cases, ensuring agile execution. 
  • Establish a data governance program at NDU, enforcing data discipline with regular oversight and documentation through a Data Governance Program Charter. 
  • Clean, ingest, and connect data for analytic use cases, ensuring data flow quality and consistency. Provide training and support to data owners on data governance and technical requirements. 
  • Engineer the performance layer for analytics, providing data quality KPIs, and collaborating with the CIO and COO on developing the data governance program. 
  • Serve as a key interaction point between component requirement owners and developers, managing training for data and application users. 
  • Facilitate data-based decision-making, support effective data and knowledge management, and integrate data and information management into daily operations. 
  • Provide development capacity for executing data analytics requests, acting as an end-to-end project manager for use case planning, development, and implementation. 
  • Offer perspectives and lead discussions on determining the best analytic insights given available data. 
  • Prioritize use cases, conduct diagnostics, and identify opportunities for the organization. 
  • Lead a multi-functional data team, coordinating with business stakeholders, Data Owners, and Feature Owners. 
  • Support analytics design decisions, provide technical advice, and define clear plans for the analytics team. 
  • Act as a bridge between the organization's analytics team, share insights, and collect inputs for verifying and iterating analytics results. 
  • Guide the data team in developing visualizations to meet end-user requirements. 
  • Diagnose existing architecture and data maturity, identify gaps, and enhance the data architecture with the broader data team while ensuring security and maintenance. 
  • Build data tools and products, including data schemas, for automation and easy data accessibility. 
  • Work closely with Data Owners to ensure data quality and availability for analytical modeling. 
  • Gather requirements, assess gaps, and build roadmaps and architecture for informed decision-making by leadership. 
  • Explore options, designs, and create data lake/data warehouses for specific analytical solutions. 
  • Identify and implement solutions for data security, quality, and process automation. 
  • Support maintenance, bug fixing, and performance analysis along the data pipeline. 
  • Create applications, dashboards, reports, and data visualizations using NDU-provided business intelligence tools. 
  • Ensure code follows coding best practices and industry standards. 
  • Collaborate with back-end developers to integrate Application Programming Interfaces (APIs). 
  • Collaborate with Feature Owners to iterate and develop design changes. 
  • Provide fully developed and implemented dashboards, including staffing levels, key functional KPIs, and tracking issuance requirements related to policies and procedures. 

 

REQUIRED QUALIFICATIONS 

  • Required experience:15 years 
  • Education: MA/MS in technical related field 
  • Clearance Level: TS- SCI 
  • Certifications Required: 
  • IASAE III 
  • CISSP-ISSAP 
  • CISSP-ISSEP 
  • CCSP
