Responsibilities & Qualifications

RESPONSIBILITIES

  • Directs all phases of program operations from inception through completion and serve as the Government’s principal point of contact for all technical, operational and process teams supporting the program mission
  • Responsible for the cost, schedule, and technical performance of the program
  • Serves as the program's Technical Director performing horizontal integration planning, and interface with other functional areas, ensuring that technical solutions and schedules are implemented on time, within budget and at acceptable quality levels
  • Participates in negotiating contract changes
  • Coordinate’s preparation of engineering change proposals, business plans, performance work statements and specifications, operating budgets, and financial terms/conditions of the contract
  • Establishes milestones and monitors adherence to master plans and schedules
  • Identifies program problems and implements proactive solutions in areas such as resource allocation or changing contractual specifications to mitigate risks to the program’s schedule, cost, and quality
  • Directs the work of technical and administrative employees in a technically complex environment
  • Develops and coordinates new program plans and delivery methods
  • Develops and coordinates program requirements with a team of several subcontractors across distinct technology areas
  • Develops solutions to complex problems that require the regular use of ingenuity and creativity

REQUIRED QUALIFICATIONS

  • Active Top-Secret clearance
  • BS in technical field and at least 12 years of program management experience (some PM experience may originate in the military, but the candidate must have at least three years of PM experience in industry)
  • Demonstrated understanding of U.S. Army IT operational and technical requirements
  • Experience leading a large, technically complex organization
  • Demonstrated success and experience managing contractors in a DoD environment, working with Military and civilian leadership, while obtaining mission success and program profitability.
  • Must be willing to work overtime, after hours, holidays, and weekends, as necessary

PREFERRED QUALIFICATIONS 

  • PMP certification
  • ITIL v4 certification
  • Understanding of the Army’s Department of Defense Information Network (DoDIN-A)
