Responsibilities & Qualifications

RESPONSIBILITIES 

The Program Manager will serve as the lead and TekSynap’s single service-delivery manager and will be TekSynap’s authorized interface with the customer Contracting Officer (CO) and Contracting Officer Representative (COR) for matters of operational and technical delivery. The Program Manager is responsible for overall contract performance. The Program Manager will be responsible for formulating and enforcing work standards, assigning contractor schedules, reviewing work discrepancies, supervising TekSynap and subcontractor personnel, and communicating policies, purposes, and goals of the organization to subordinates. 

  • Ensure performance is delivered at or above levels as provided in the Performance Requirements Summary (PRS)/Service Level Agreements (SLAs) for mission-support quality, cost, and schedule.   
  • Ensure customer support is sustained in a controlled and deliberate manner throughout transition with no degradation in capabilities. 
  • Report ALL contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract. 
  • Schedule, coordinate, and host a Project Kick-Off Meeting. 
  • Develop and deliver a Concept of Operations (CONOPS). 
  • Develop and deliver Monthly Status Reports (MSRs). 
  • Present the MSR at a monthly Integrated Progress Review (IPR). 
  • Participate in contract-related management meetings, technical working groups, technical interchange meetings, and program management reviews, and support technical requirements review meetings throughout the period of performance in support of customer activities. 
  • Prepare and update SLA deliverable documents to augment the PRS/SLAs as directed by the customer. 
  • Provide technical and administrative support for the purchase of mission IT hardware, software, and related infrastructure needs.  
  • Develop and maintain comprehensive project cost estimates, projections, and IT Spend Plans. 
  • Establish a continuous process improvement program with the objective of reducing costs while improving quality and mission effectiveness. 
  • Ensure Trip Reports are submitted 
  • Provide Transition In/Out oversight. 

 

REQUIRED QUALIFICATIONS 

  • Minimum 16 years of specific, increasingly responsible for required experience below 
  • Required experience: 
  • The customer requires that the Program Manager has the following qualifications: 
  • Possess an active Project Management Institute (PMI) Program Management Professional (PMP) certification. 
  • Demonstrated experience serving as a contractor’s single contract/TO manager and experience representing a contractor in communications with the Government’s COR and TPOC. 
  • Demonstrated experience managing programs of a similar scope, size, and complexity, including programs that have interfaced with multiple Government agencies. 
  • The customer desires that the Program Manager has the qualifications listed below:  
  • Experience delivering IT services of similar complexity at DoD and IC organizations supporting CONUS and OCONUS customers.  
  • Experience planning and executing complex IT tasks and projects effectively with minimal direction and oversight.  
  • Experience managing CPAF-type contracts. 
  • Strong Business Acumen – Understands the elements that drive a successful business enterprise; knowledgeable in current and possible future strategies, practices, trends, technology, and information affecting the company.  
  • Demonstrated ability for oral and written communication with the highest levels of management. 
  • Demonstrated excellence in planning, directing, and managing IT projects/operations in an organization with 5,000, or more, employees. 
  • Demonstrated successful working knowledge and supervision of employees of various labor categories and skills in efforts similar in size and scope as referenced under this contract. 
  • Knowledge of industry accepted standards and best practices related to ITSM and Software Development (Ex. ITIL / Agile) 
  • Knowledge of DFARS and FAR regulations and requirements. 
  • Knowledge of DoD network and system security requirements. 
  • Knowledge of and experience with help desk support and operation. 
  • Knowledge of networking and network-based software applications. 
  • Demonstrated experience in DoD and/or IC environments. 
  • Experience managing Cost Plus Award Fee (CPAF) contracts. 
  • Previous supervisory, leadership, or mentoring experience with demonstrated ability to lead, coach, inspire, and develop teammates toward achieving desired goals and outcomes.  
  • Highly developed written and verbal communication skills.  
  • Ability to multitask and work effectively, independently, and in teams, ensuring timely completion of assignments and meeting established quality standards.  
  • Superior interpersonal skills, including the ability to interact in a professional manner with government officials, and teammates during periods of high stress and tight deadlines.  
  • An executive presence with the highest ethical standards, good presentation skills and the ability to make things happen in an environment of continual change and rapid growth.  
  • Education Bachelor’s degree required; Master’s degree preferred.  
  • Clearance Level – TS/SCI 
  • Certifications Required - PMP 

Overview

We are seeking a Program Manager to join our team supporting a Department of Defense (DoD) customer in Reston, VA. 

The program will provide direct IT services support to customer mission applications, systems, custom capabilities, supporting infrastructures, and other technology-based solutions in the CONUS and OCONUS. TekSynap provides custom-developed IT capabilities and operationalize advanced technologies from public, private, and academic sectors to support customer mission requirements. The program provides the ability to innovate and adapt capabilities, leveraging analytical Techniques, Tactics, and Procedures (TTPs) learned from embedded support to Combatant Commands (CCMDs) and tactical operations. This program includes, software development, data integration, system integration, direct operations, engineering, and Operations & Maintenance (O&M) support to mission applications, mission systems, and supporting infrastructure.
