Responsibilities & Qualifications

RESPONSIBILITIES

The Program Manager is expected to be able to: 

  • Provide a Monthly Status Report (MSR)/Contractor Activity Report (CAR) (including Expenses) in accordance with CDRL A003 (Monthly Status,Report/ Contractor Activity Report). Manage the project in accordance with an approved Quality Management Plan (QMP).  
  • Provide support in establishing milestone goals, linked to the strategic vision and mission, risk  management, and priorities. The Contractor shall recommend decision criteria for execution; identify and research specific technologies and methods; and recommend the best-candidate activities, methods, and achievable goals.   
  • Develop, recommend, refine, execute, test, implement, and deploy the overall programmatic approach in accordance with all applicable DIA, DoD, and IC policies. 
  • Ensure programmatic and organizational tasks are satisfied in a timely, efficient manner and meet organizational objectives. 
  • Provide programmatic expertise capable of comprehending complex enterprise infrastructure issues and draft business cases for new solution capabilities, upgrades, and optimization initiatives. 
  • Use Quality Management Systems (QMS) to document and demonstrate the ability to consistently provide services that meet customer, applicable statutory and policy requirements, and SLAs. The fundamental goal is to provide objective insight to assure Government requirements that are thoroughly analyzed and understood; processes are defined and capable; and resulting products\services meet Government needs. 
  • Prepare and update project plans and status reports. 
  • Submit monthly Status Reports and Funds and Man Hours Expenditure Reports with the cutoff date for the reports coinciding with the contractor’s monthly billing cycle to support invoice review and certification.  
  • Execute and monitor project activities. 
  • Ensure that project tasks are completed to customer satisfaction and within schedule and cost constraints.  
  • Lead and direct technical and documentation project team. 
  • Manage changes to scope, cost and schedule of project work. 
  • Provide a work breakdown structure (WBS) that clearly defines all associated costs, resources, schedules, and anticipated travel requirements per project and a roll-up of the total project cost. 
  • Coordinate priorities and resources between multiple projects. 
  • Serve as the primary point of contact between the customer, the contract staff, and corporate leadership.  
    • Provide updates and conduct operational meetings as in routine with customer and team leads. 
    • Report any significant deviations in the projects technical, cost, and/or schedule parameters immediately to the Contracting Officer’s Representative (COR).  
    • Report status develop project-related documentation and implement lessons learned. 
    • Provide a Final Contract Summary Report detailing all work performed and deliverables received during the contract's period of performance.  
    • Provide a list of all contractors acquired property (CAP) at the end of the contract at which point the government will decide on the disposition. 
    • Facilitate sessions to effectively resolve issues. 
  • Participate in individual TO kick-off meetings after TO award. 
  • Prepare and present (IPRs), the topics of which will be identified by the technical point of contact (TPOC), COR, and Government Program Manager; and provide system documentation, such as overlays, diagrams, manuals, and procedures as specified in this TO. The Contractor shall submit the report in accordance with CDRL A002 (In Progress Reviews).  
  • Monitor and collect data on the effectiveness of the identified Performance Requirements, Key Program Indicators (KPI) / Service Level Agreements (SLA) that are established to quickly identify performance and capacity issues. Allocate appropriate resources to ensure projects are completed within given time and budget. 
  • Participate in project performance review meetings and discussions. 
  • Develop and present meeting materials such as PowerPoint presentations, schedules, diagrams to customers. 
  • Plans course of projects, including milestones, resources required, cross-functional dependencies, use of technology and tools and document in project plan, following established project management methodology. 
  • Must be flexible to work semi shift work/non-standard hours. 

REQUIRED QUALIFICATIONS

  • Active Top Secret Clearance with a CI Poly 
  • 5+ years operating in their field of study with a Bachelor’s degree in management, business, finance, economics, science, technology, engineering, or mathematics. 
  • Demonstrated experience in designing, testing, deploying, and maintain large networks and systems with a global footprint as well as in-depth knowledge of IC ITE services. 
  • Minimum of 8 years in project management experience.  
  • Minimum of 8 years of experience in IT business process engineering. 
  • Possess knowledge and experience with software development, systems engineering, business process engineering, customer relationship management, project management, financial management, change management, risk management and IT service management.  
  • Must be U.S. Citizen 

ADDITIONAL DESIRED QUALIFICATIONS 

  • 6+ of experience managing complex projects of a similar scope and complexity.  
  • Active Project Management Institute (PMI) Project Management Professional (PMP) or Program Management Professional (PgMP). 
  • Defense Acquisition Workforce Improvement Act (DAWIA) Level III Program Management certification. 
  • Federal Acquisition Certification for Program and Project Managers (FAC P/PM) Level 3.  
  • 6+ years of experience leading a team utilizing Agile Software Development methodologies to successfully integrate Mission Command and Processing, Exploitation and Dissemination web services that have been certified. Exposure to AWS (Amazon Web Services), and/or STIGs/IAVA.  
  • A problem solver who can get in, be given a project, and use engineering skills to determine a solution.    
  • Has, or is willing to gain, more diverse IT skills, including Windows/Linux, networking, and more.  
  • Able to build systems from the ground up – network architecture/systems engineering.  
  • Any applicable certifications like AWS Cloud Practitioner, and/or Microsoft Certified Solutions Associate (MCSA) 2012/2016.  
  • Defense Intelligence Agency (DIA) IT Program Management experience is a plus. 

Overview

We are seeking a Program Manager (Technical) to join our team supporting the Defense Intelligence Agency.

 

The Program Manager is responsible for the overall administrative, technical, cost, quality, and schedule performance of the project. The PM shall develop and submit a Program Management Plan (PMP) for Government approval. The PMP shall describe the Contractor’s methodology for ensuring schedule, cost controls, communications, quality assurance, risk mitigation, and performance measures as described in the QASP to meet contract requirements and are easily monitored and quantified by the Government.
