RESPONSIBILITIES
The IEPM is responsible for leading and supervising discussion- and operations-based exercise design, development, conduct, evaluation, and improvement planning and supporting related functions, including training, competency-building, and integrated resiliency and preparedness initiatives internal to the vendor’s organization. The IEPM supervises assigned staff and functional areas of an internal exercise project, including concept and objectives, scope and scale, project planning, staffing, stakeholder engagement and collaboration, team building and leadership, time and resource management, promoting inclusion, diversity, equity, and accessibility, occupational safety and health, evaluation strategies, capability targeting, and after-action reporting. The IEPM develops detailed work plans, schedules, cost and time estimates, resource allocation plans, status reports, and performance metrics. The IEPM ensures adherence to quality standards, reviews and approves deliverables, and is responsible for the integration of numerous vendor tasks and requirements. The IEPM provides technical guidance and cross-functional support to internal and external teams, drives unity of effort, and resolves challenges.
The IEPM supports the sustained delivery of a comprehensive full-spectrum exercise support service in compliance with Homeland Security Exercise and Evaluation Program (HSEEP) guidelines. HSEEP defines two types of exercises: discussion-based and operations-based. Discussion-based exercises familiarize participants with plans, policies, agreements, and procedures. Examples of these exercises are seminars, workshops, tabletop exercises, and games. Operations-based exercises validate the plans, policies, agreements, and procedures that were reviewed in discussion-based exercises. Examples of operations-based exercises are drills, functional exercises, and full-scale exercises.
REQUIRED QUALIFICATIONS
Bachelor's Degree
Certified Emergency Manager credential
Master Exercise Practitioner certification
Ten years of multidisciplinary experience managing and/or administering an integrated emergency preparedness program
Two years of experience in HSEEP complaint exercise program management and leadership with practical experience in all phases of the exercise cycle
Two years of experience in training systems development, delivery, management, and leadership
Two years of experience managing a multi-year federal project in cooperation with agency executives
Two years of experience leading intergovernmental and cross-sector coordination projects or initiatives
Two years of experience developing and/or interpreting operational doctrine
One year of experience advising and/or teaming with federal agency executives
