Responsibilities & Qualifications

RESPONSIBILITIES 

The role of EPM will be performed by a multidisciplinary, senior-level emergency management professional with demonstrated acumen in the administration and leadership of an all-hazards exercise program aligned with the Homeland Security Exercise and Evaluation Program (HSEEP) standard. Professional experience collaborating within or across any national critical infrastructure sector is preferred. The EPM will ensure programmatic alignment with prevailing laws, regulations, policies, directives, and standards pertaining to exercise design, development, conduct, evaluation, and improvement planning and interdependent functions including resiliency, risk characterization, training, and integrated preparedness initiatives. The EPM will integrate into the vendor’s organizational structure and serve as an instrument for the advancement, promotion, and achievement of its strategic goals. The EPM will manage all functional aspects of the exercise program, including internal and external exercise support services, applied training systems, the development and distribution of tabletop exercise packages, human capital, comprehensive stakeholder engagement, and contract compliance. 

The EPM will augment, sustain, and strengthen the exercise program by performing the following duties:   

  • Manage assigned equipment, software, resources, and human capital, including full-time, on-call and surge staffing elements  

  • Develop and implement quality assurance and performance standards  

  • Support the development, tracking, analysis, and reporting of program performance metrics  

  • Develop and utilize project management resources to enable cross-team situational and domain awareness of all planned, active, or complete projects or tasks 

 

REQUIRED QUALIFICATIONS 

  • Master's degree  
  • Certified Emergency Manager credential  
  • Master Exercise Practitioner certification  
  • Ten years of multidisciplinary experience managing and/or administering an integrated emergency preparedness program   
  • Two years of experience in HSEEP complaint exercise program management and leadership with practical experience in all phases of the exercise cycle   
  • Two years of experience in training systems development, delivery, management, and leadership   
  • Two years of experience managing a multi-year federal project in cooperation with agency executives   
  • Two years of experience leading intergovernmental and cross-sector coordination projects or initiatives   
  • Two years of experience developing and/or interpreting operational doctrine   
  • One year of experience advising and/or teaming with federal agency executives
