Responsibilities & Qualifications

RESPONSIBILITIES

  • Lead projects that involve the successful management of teams composed of data processing and other information management professionals who have been involved in analysis, design, integration, testing, documenting, converting, extending, and implementing automated information and/or telecommunications systems. 
  • Perform day-to-day management of overall contract support operations, possibly involving multiple projects and groups of personnel at multiple locations.
  • Organize, direct, and coordinate the planning and production of all contract support activities.
  • Establish and alter (as necessary) corporate management structure to direct effective contract support activities.
  • Develop and execute the overall program strategy, aligning objectives with DLA’s mission and operational priorities.
  • Lead the creation and continuous improvement of the Program Management Plan (PMP), ensuring milestones are met and adjustments are made proactively.
  • Ensure the timely and high-quality delivery of all contractual deliverables, from status reports and technical documentation to comprehensive project and risk assessments.
  • Establish and maintain a robust Contractor Quality Control Plan (QCP) that measures, tracks, and improves performance outcomes, aligning with DLA’s stringent quality standards.
  • Act as the primary liaison between the DLA, the COR, PMO, and other project stakeholders, fostering strong communication channels and collaborative problem-solving.
  • Ensure program compliance with cybersecurity, Risk Management Framework (RMF), and Department of Defense (DoD) standards, leading efforts to maintain audit readiness and robust documentation.
  • Maintain rigorous compliance with all security and performance requirements, including incident response documentation, configuration management, and routine security audits.
  • Coordinate system integration with DLA’s existing infrastructure, enabling a seamless transition to the modernized platform while minimizing disruptions.
  • Provide leadership in incident management, setting a response strategy for continuous 24/7 system support.
  • Drive the development of performance metrics, aligning them with Key Performance Indicators (KPIs) and DLA standards to measure and improve program impact.
  • Prepare and deliver Monthly Progress Reports, capturing program spending, progress, challenges, and solutions, and presenting actionable insights to DLA leadership.

 

REQUIRED QUALIFICATIONS

  • Experience:
    • Five (5) years of experience in program management
    • Ten (10) years of leadership experience with progressively higher responsibility in the public and/or private sector in the IT and/or consulting fields
    • Experience with the Information Technology Acquisition process and its milestones
    • Experience in analyzing a variety of source documentation and supporting the creation of acquisition documentation
  • Certifications:
    • Project or Program Management certification, i.e. Project Management Professional (PMP) certification or other equivalent/recognized Project or Program Management certification
    • DoD Approved 8570 Baseline Certification: Category IAM Level III
      • CISM
      • CISSP (or Associate)
      • GSLC
      • CCISO
  • Education:
    • BS or BA or four (4) additional years of related experience
  • Clearance:
    • Must possess a secret clearance or have a current National Agency Check with Local Agency Check and Credit Check (NACLC)
