DATA ENGINEERING TEAM DESCRIPTION

The Data Engineering team will be responsible for deploying and maintaining the Data Mesh architecture, ensuring the efficient management, accessibility, and interoperability of enterprise data across systems. The Data Engineering Team operates within the Data Services Value Stream (DSVS) while also maintaining an organizational reporting line.

Team Purpose: The Data Engineering team is at the forefront of implementing the organization's Data Mesh architecture, driving the transition to decentralized, domain-oriented data management. The Data Engineering team will work closely with data domains to identify valuable data products, collaborating with domain experts to create finished, usable data assets that align with organizational goals. This team not only ensures that data products meet quality and governance standards but also facilitates seamless access and integration across domains, supporting data discoverability and usability. By defining data ownership and establishing standards, the team enables each domain to contribute effectively to the broader Data Mesh ecosystem, creating a reliable, well-governed data infrastructure.

As part of the Data Mesh rollout, the team provides knowledge transfer and ongoing support, enabling teams to understand and adopt new data practices. The Data Engineering team manages the data governance framework, ensuring that data privacy, compliance, and access control policies are consistently applied across all data products. Additionally, the Data Engineering team oversees the data catalog, a critical tool for indexing and documenting data assets to support discovery, lineage tracking, and usage transparency. With the Data Mesh deployed in a cloud environment, the team emphasizes cloud-native governance and management practices, establishing a scalable foundation that will evolve alongside the organization's data needs, ensuring data is both a trusted asset and an adaptable resource for insights and innovation across the organization.

  • The Data Engineering team possess advanced technical expertise in data governance, cloud-based data infrastructure, and data mesh architecture to ensure the successful implementation and ongoing support of the organization's decentralized data management strategy.
  • Data Engineering team members are required to demonstrate proficiency in AWS services, including but not limited to Simple Storage Service (S3), Redshift, Glue, Lake Formation, and Lambda, for the development and maintenance of robust, scalable Extract Transform Load (ETL) pipelines that fulfill data domain requirements and facilitate self-service analytics.
  • Data Engineering team members collaborate directly with data domain teams to design and deploy domain-specific data products, ensuring adherence to established organizational standards for schema design, data transformations, and storage solutions.
  • A comprehensive understanding of data governance practices is mandatory, with responsibilities including but not limited to compliance with data privacy, access controls, and lineage requirements, as well as the management of a data catalog to enhance discoverability across all domains.
  • Data Engineering team members utilize and maintain proficiency in data governance tools to automate governance workflows and uphold data integrity across distributed sources.
  • Data Engineering team will also be responsible for the operations, maintenance, and support of the organization's chosen Data Mesh software, ensuring its availability and reliability.
  • As custodians of the data mesh framework, Data Engineering team is required to lead organizational training initiatives for data stewards and users on data mesh principles and assist in the cultural adoption of these practices. This includes ensuring that all organizational data assets are securely governed, readily accessible, and effectively managed to support long-term analytics, insights, and innovation.

 

POSITION ACTIVITIES & RESPONSIBILITIES

  • Provides analysis, design, and integration support for infrastructure systems, including cloud-based services like AWS or Azure for hosting enterprise offerings (e.g., Atlassian Suite).
  • Develops and implements strategies for automating deployments using IaC tools such as Ansible, Packer, and AWS CloudFormation.
  • Designs and manages cloud environments, including EC2, S3, RDS, VPCs, Lambda, IAM, and other AWS services to ensure optimal performance, security, and scalability.
  • Implements CI/CD pipelines and integrates with services like Bamboo to streamline workflows, accelerate software delivery, and ensure consistent configuration management across environments.
  • Monitors and manages cloud infrastructure using tools like AWS CloudWatch, CloudTrail, Splunk, Prometheus, and Grafana to ensure high performance, availability, and uptime.
  • Applies security best practices to infrastructure, including secure access controls, data encryption, and integration with AWS services to safeguard systems from unauthorized access and vulnerabilities.
  • Works with containerization technologies (e.g., Docker) and orchestration platforms (e.g., Kubernetes, ECS) to scale and manage resource-intensive tasks effectively.
  • Performs systems engineering studies and analyses, ensuring infrastructure systems meet business and operational requirements.
  • Assesses and recommends new technologies, tools, and processes to improve system performance, security, and efficiency.
  • Provides technical support for troubleshooting system issues and ensures corrective actions are taken to maintain system reliability.
  • Experience working in an Agile organization using Scrum, Kanban, Jira, Confluence, and SAFe.
  • Provide team specific training as needed.

 

SKILLS

  • Follow Agile Methodology & Practices
    • Follow SAFe Agile principles and practices, including iterative development, continuous delivery, and collaboration.
    • Participate in all required SAFe ceremonies, including Program Increment (PI) Planning, Iteration Planning, Daily Standups, Sprint Reviews, and Retrospectives.
    • Continuously improve development processes by embracing retrospectives and feedback from stakeholders.
    • Support and adhere to the integration of system-level architecture and design principles to ensure system interoperability.
  • Responsible for
    • Agile Artifacts: Documentation of all work in Epics, Features, and Stories in JIRA.
    • User Stories: Document detailed user stories for each feature. These user stories will be maintained and updated throughout the project lifecycle as needed.
    • Product Backlog & Iteration Backlogs: Create and maintain a prioritized product backlog outlining all features and functionalities. Additionally Iteration backlogs will be developed for each iteration, detailing the specific user stories planned for completion within that timeframe.
  • Collaboration & Communication
    • Plan and coordinate with all teams within the Value Streams (ex. Shared Services value stream) to ensure alignment and cross-functional collaboration.
    • Foster transparency through regular progress updates and continuous communication with stakeholders.
    • Participate in System Demos and demonstrate completed work to stakeholders at the end of each iteration.
    • Collaborate with other teams across the organization to remove dependencies and resolve blockers to ensure continuous flow of work.
  • Work Management & Tools
    • Use the Government-provided toolset (e.g., JIRA, Confluence) for managing work, tracking progress, and documenting deliverables.
    • Break down work into manageable features and user stories with clear acceptance criteria.

 

REQUIRED QUALIFICATIONS

  • Active Secret Clearance or higher
  • 5 or more years of experience in related field

 

PREFERRED QUALIFICATIONS & COMPETENCIES

  • Bachelor's degree in computer science, Software Engineering, Information Systems, or a related technical field, preferred.
