Responsibilities & Qualifications

COLLABORATIVE TOOLS PLATFORM INFRASTRUCTURE TEAM DESCRIPTION

The Collaborative Tools Platform (CTP) - Infrastructure will manage and support the underlying infrastructure in which items such as an Atlassian Data Center Suite and other Enterprise applications offerings are hosted. The CTP - Infrastructure team will ensure optimal performance, security, cost savings, and integration of tools like the Atlassian Suite which consists of Jira, Confluence, Bamboo, Crowd, Bitbucket, and any other enterprise application offering. The Collaborative Tools Platform team operates within the Shared Services Value Stream (SSVS) while also maintaining an organizational reporting line.

Team Purpose: The CTP - Infrastructure team ensures robust operation and high availability of the organization's Enterprise suite which includes but is not limited to the Atlassian Suite. Utilizing approved cloud offerings, such as Azure for US Government or AWS GovCloud, the team will focus on routine software upgrades, dependency management, and resource optimization. In addition to regular upgrades, the Collaborative Tools Platform team maintains a secure environment by implementing essential security protocols, such as access controls and authentication measures, to information. The Collaborative Tools Platform team is responsible to manage critical dependencies and perform patching to address any identified vulnerabilities or performance bottlenecks. Through monitoring, the team will optimize resource allocation within AWS, scaling as needed, to support efficient use and maintain service-level objectives. Team members shall have a working knowledge of user directory integration with LDAPS/Active Directory. Single Sign-On (SSO) solutions is also critical, ensuring secure, seamless access aligned with enterprise identity standards.

The Collaborative Tools Platform team conducts scheduled upgrades to maintain software compatibility, aligning with the enterprise offerings release cadence to minimize downtime and disruption. These upgrades can occur outside of normal work hours to further reduce the impact on daily operations. Having the Collaborative Tools Platform team available during core hours of 9 AM to 2 PM and on call is essential for fostering effective collaboration and ensuring a prompt response to any emerging issues. This proactive approach guarantees seamless operations and robust support for the entire organization. By maintaining this availability, not only is teamwork enhanced, but also significantly improve the overall efficiency of the infrastructure that supports our enterprise applications.

  • The Collaborative Tools Platform team members are responsible for maintaining the infrastructure hosting services such as the Atlassian Suite and other enterprise offerings in approved cloud environments, including Azure for US Government or AWS GovCloud, shall possess advanced technical expertise in cloud management, specifically within AWS or Azure equivalent services.
  • The Collaborative Tools Platform team members are required to have deep knowledge of AWS compute, storage, and network services, including EC2, S3, RDS, Virtual Private Cloud (VPCs), Lambda, Load Balancing/Auto-Scaling, and Identity and Access Management (IAM), to effectively handle auto-scaling, load balancing, and secure access controls for Atlassian Suite applications and other enterprise offerings.
  • CI/CD is a core component of internal processes, enabling the efficient creation of Amazon Machine Images (AMIs) and the deployment of Infrastructure as Code (IaC), ensuring consistent configuration management across environments.
  • Proficiency in IaC tools such as Ansible, Packer, and AWS CloudFormation is mandatory for automating deployments, managing configurations, and ensuring infrastructure consistency.
  • By utilizing CI/CD services like Bamboo, team members will streamline workflows, allowing for faster, more reliable software delivery while providing robust support for end users.
  • Expertise in monitoring and logging tools such as AWS CloudWatch, CloudTrail, and third-party solutions like Splunk, Prometheus, and Grafana is essential to proactively monitor performance, detect anomalies, and troubleshoot issues to maintain optimal uptime.
  • The Collaborative Tools Platform team members must also possess strong knowledge of security best practices, including network configuration, data encryption, multi-factor authentication, and integration with AWS Security Hub, to protect the infrastructure against unauthorized access and vulnerabilities.
  • Experience with containerization technologies such as Docker and orchestration platforms like Kubernetes and ECS is valuable for scaling and efficiently managing resource-intensive tasks.

 

POSITION ACTIVITIES & RESPONSIBILITIES

 

Develops, deploys, and maintains mission-critical enterprise applications throughout the full software development lifecycle, including analysis, design, coding, testing, deployment, and operational support.

  • Designs and implements cloud-based applications using AWS services such as EC2, Lambda, RDS, and DynamoDB, ensuring scalability, security, and high availability.
  • Builds and optimizes front-end applications delivering responsive and user-friendly interfaces tailored to business needs.
  • Manages version control, development workflows, and CI/CD pipelines using Atlassian tools like Bitbucket and Jira to enable rapid, dependable deployments.
  • Applies Agile development principles within the SAFe framework, engaging in iterative development cycles, backlog prioritization, and adaptive planning.
  • Conducts rigorous unit testing, integration testing, and automated deployment processes to ensure application quality, reliability, and security compliance.
  • Performs ongoing application maintenance, including monitoring system performance, responding to incidents, and implementing patches and security updates.
  • Develops and maintains databases within an application environment, ensuring efficient data storage and retrieval for large-scale applications.
  • Designs, customizes, and optimizes software solutions to enhance operational efficiency, integrating third-party components and automating maintenance tasks.
  • Collaborates with cross-functional teams to define technical requirements, participate in architecture reviews, and deliver high-quality software solutions aligned with business objectives.
  • Experience working in an Agile organization using Scrum, Kanban, Jira, Confluence, and SAFe.
  • Provide team specific training as needed.

  • Follow Agile Methodology & Practices
    • Follow SAFe Agile principles and practices, including iterative development, continuous delivery, and collaboration.
    • Participate in all required SAFe ceremonies, including Program Increment (PI) Planning, Iteration Planning, Daily Standups, Sprint Reviews, and Retrospectives.
    • Continuously improve development processes by embracing retrospectives and feedback from stakeholders.
    • Support and adhere to the integration of system-level architecture and design principles to ensure system interoperability.
  • Responsible for
    • Agile Artifacts: Documentation of all work in Epics, Features, and Stories in JIRA.
    • User Stories: Document detailed user stories for each feature. These user stories will be maintained and updated throughout the project lifecycle as needed.
    • Product Backlog & Iteration Backlogs: Create and maintain a prioritized product backlog outlining all features and functionalities. Additionally Iteration backlogs will be developed for each iteration, detailing the specific user stories planned for completion within that timeframe.
  • Collaboration & Communication
    • Plan and coordinate with all teams within the Value Streams (ex. Shared Services value stream) to ensure alignment and cross-functional collaboration.
    • Foster transparency through regular progress updates and continuous communication with stakeholders.
    • Participate in System Demos and demonstrate completed work to stakeholders at the end of each iteration.
    • Collaborate with other teams across the organization to remove dependencies and resolve blockers to ensure continuous flow of work.
  • Work Management & Tools
    • Use the Government-provided toolset (e.g., JIRA, Confluence) for managing work, tracking progress, and documenting deliverables.
    • Break down work into manageable features and user stories with clear acceptance criteria.

 

REQUIRED QUALIFICATIONS

  • Active Secret Clearance or higher
  • Minimum of eight (8) years of experience in software development
  • Experience in API Development and Standardization: Minimum of five (5) years of experience designing, developing, and standardizing APIs, with a focus on RESTful, SOAP, and GraphQL API architectures.
  • Expertise in API Security and Best Practices: In-depth knowledge of API security principles (e.g., OAuth, JWT, OpenID Connect) and industry standards for secure API development and governance.
  • Software Development Proficiency: Minimum of eight (8) years of experience in software development with a strong background in object-oriented programming, data structures, and algorithms, with proficiency in languages such as Java, Python, or Golang.
  • Experience with API Management Platforms: Experience with API management tools such as AWS API Gateway, including the ability to define and enforce API standards for large-scale enterprise systems.
  • Leadership and Cross-functional Collaboration: Demonstrated two (2) years of experience in leading cross-functional teams, collaborating with business and technical stakeholders, and driving the adoption of API standards across diverse teams and systems in a large organization.
  • Education: A bachelor's or master's degree in computer science, Software Engineering, or a related technical field, preferred.
