RESPONSIBILITIES

 

  • The Senior Records Manager will be responsible for performing services for records management in accordance with National Archives and Records Administration (NARA) guidance, including implementation and deployment of all new initiatives, electronic systems, and laws. 
  • Supply records management services and administration, analysis, creation, development, improvement, coordination, and implementation of program directives. 
  • Serve as Senior Records Manager for the Office of the Chief Information Officer (IT), with continuing responsibility for the assurance of conforming to the rules, regulations, and policies of the National Archives and Records Administration (NARA), Department of Defense, and all Executive Orders and Civil Laws. 
  • Monitor, analyze, and evaluate work relative to the execution of the records program; and interpreting DoD polices/procedures and shall provide general and technical advice. 
  • Task assignments shall specify the required work with specific timelines delineated by the Contracting Officer Representative (COR), to include making the records schedule and the office file plan; transfer/retire all records including all types of format or medium, or classification level, to the Washington National Records Center (i.e., Federal Records Center) and the National Archives of Records Administration Washington Headquarters Service Facility; write proposals to NARA for any unscheduled records on the Standard Form 115; produce data metrics for the records management program to analyze and measure the progress of the program; assist customers with records management inquiries; and conducting staff assistance visits and follow-up visits to ensure compliance among employees to accomplish assigned tasks. 
  • Requirements for accessibility based on Section 508 of the Rehabilitation Act of 1973 (29 U.S.C. 794d) are determined to be relevant to this acquisition. Specifically, information, documentation, and support requirements from 36 CFR Part 1194 Subpart D have been determined to apply to this acquisition.
  • Government personnel will have the primary responsibility to provide Records Management training to Agency/Center staff to support Newcomers Orientation, Staff Action Officer Training, Annual Records Training, and on-line Learning Management System (LMS) programs. However, if the primary designated Government personnel are not available, then contractor personnel shall present training in an alternate capacity. 
  • Agency COR will provide contractor personnel with tasks to be completed with timelines for all areas of performance. 

REQUIRED QUALIFICATIONS

 

  • Ten (10) – Fifteen (15) years of experience required.  
  • Bachelor of Arts or Bachelors of Science required.  
  • Top-Secret clearance required with the ability to obtain and maintain a SCI
