Responsibilities & Qualifications

The Program Manager will oversee all contractual, technical, and operational aspects of multiple concurrent task orders, ensuring alignment with customers mission to enhance their cybersecurity posture.

This role requires a seasoned leader with demonstrated experience managing large-scale federal cybersecurity programs, coordinating multi-disciplinary teams, and maintaining accountability for scope, schedule, budget, and performance across a complex, multi-agency environment. The successful candidate will serve as TekSynap’s primary liaison to the customer and GSA, driving mission outcomes through innovation, disciplined program management, and operational excellence. 

 

RESPONSIBILITIES

Responsible for enterprise endpoint configuration, patching, and deployment standards across Contract and Stakeholder Management: Serve as the primary point of contact with the Contracting Officer (CO) and Contracting Officer’s Representative (COR) for all IDIQ and Task Order activities.

Program Oversight and Mission Alignment: Oversee program execution, ensuring alignment with the customers mission and strategic cybersecurity objectives.

Integrated Team Coordination: Manage scope, schedule, budget, staffing, and quality assurance for multiple concurrent TOs, ensuring performance metrics and SLAs are met or exceeded.

Reporting and Risk Management: Develop and present monthly and quarterly performance reports, financial summaries, and risk assessments to customers leadership, identifying trends and recommending mitigations.

Compliance and Governance: Ensure program adherence to DHS policies and frameworks, including FISMA, FedRAMP, NIST SP 800-53, and DHS SELC lifecycle management requirements.

 

 REQUIRED QUALIFICATIONS

Education:
Bachelor’s degree in Information Technology, Cybersecurity, Engineering, or related field (Master’s preferred).


Experience
:

  • 10-15+ years of progressively responsible experience managing large scale IT or cybersecurity programs.
  • 5+ years of direct experience managing multi-agency or enterprise level IDIQ contracts.
  • Demonstrated experience with DHS or CISA programs (e.g., CDM DEFEND, or SOC/NOC O&M)

Certifications:

  • PMP (Project Management Professional) or PgMP (Program Management Professional required.
  • ITIL v4 Foundation or equivalent service management certification.
  • Certified Information Systems Security Professional (CISSP) or CISM strongly preferred.
  • Agile/SAFe certification desirable for task order agility alignment.
