Responsibilities & Qualifications

RESPONSIBILITIES

Regional Leadership & People Management

  • Serve as the regional leader for assigned operations, accountable for people, performance, and outcomes.
  • Lead, coach, and manage regional teams with a focus on professionalism, reliability, and accountability.
  • Conduct regular one-on-one sessions, performance reviews, and documented coaching conversations.
  • Foster a culture of punctuality, attention to detail, clear communication, and ownership.
  • Ensure employee availability, engagement, and adherence to contract expectations.
  • Support employee development, training completion, and cross-team collaboration.
  • Staffing & Manning staffing levels, site coverage, schedules, and shift assignments to ensure continuous mission support.
  • Collaborate with recruiting teams to interview, select, and onboard new hires.
  • Approve timecards, leave requests, and expense reports within required timelines.
  • Maintain accurate staffing rosters and ensure access, credentials, and training requirements are met.
  • Identify and mitigate staffing risks, coverage gaps, and single points of failure.

Operations & Governance

  • Maintain operational visibility through ServiceNow dashboards, reports, and routine reviews.
  • Conduct bi-weekly operational meetings and participate in required Government and PMO meetings.
  • Ensure incidents, tickets, and tasks are prioritized, updated, and resolved in accordance with contract timelines.
  • Enforce escalation protocols, VIP procedures, and communication standards.
  • Serve as the primary regional point of contact for Government stakeholders.
  • Coordinate with external teams to support incident resolution and service continuity.
  • Ensure operational processes are followed consistently across sites and shifts.

Program Support & Decision-Making

  • Support the Program Manager by executing regional priorities and initiatives.
  • Make independent, risk-informed decisions within delegated authority.
  • Escalate issues appropriately based on impact, risk, and urgency.
  • Identify operational trends, recurring issues, and improvement opportunities.
  • Ensure accurate and timely reporting to PMO and Government stakeholders.

Travel & Site Engagement

  • Provide leadership oversight and on-site engagement across assigned locations.
  • Travel as required to support operations, leadership engagement, and mission needs.

REQUIRED QUALIFICATIONS

  • Active or ability to obtain and maintain a Secret clearance (IT-II sensitivity), NACLC acceptable at time of proposal submission.
  • Project Management Professional (PMP) certification or other recognized project management certification.
  • DoD 8570 / 8140 Baseline Certification, Category IAM I.
  • Minimum five (5) years of relevant IT or operations management experience.
  • Minimum five (5) years of leadership experience with progressively increasing responsibility.
  • Demonstrated experience managing distributed teams and regional operations.
  • Proven ability to enforce standards, manage performance, and make independent decisions.
  • Strong written, verbal, and meeting communication skills.
  • High attention to detail, punctuality, reliability, and professionalism.
  • Ability to accept feedback and course-correct when required.
  • U.S. Citizen.
  • Must have reliable internet and phone service, along with a dedicated home office work space

PREFERRED QUALIFICATIONS

  • Experience supporting DoD or Federal enterprise environments.
  • Experience managing geographically dispersed teams.
  • Familiarity with ITSM tools and operational dashboards.

Overview

We are seeking a Task Order Project Manager (TOPM) – Key Personnel to support the Enterprise Service Desk (ESD) with the Defense Logistics Agency (DLA). This is a Key Personnel leadership role responsible for regional operations, workforce management, and operational governance across assigned sites.

 

The TOPM serves as the regional owner of people, performance, and outcomes, providing day-to-day leadership, operational discipline, and accountability across contractor-staffed and non-staffed locations supporting DLA missions in both CONUS and OCONUS environments. This role requires a strong people leader who can independently manage operations, make sound decisions, enforce standards, and represent the program professionally with Government stakeholders.
