Responsibilities & Qualifications

We are seeking a Senior Capture Manager Air Force Programs to support TekSynap’s Air Force portfolio. This role will work directly with the VP of Air Force Programs and in close coordination with the Air Force Strategic Growth VP to execute disciplined capture management for prioritized opportunities.

 

The Senior Capture Manager will be responsible for leading capture activities after opportunities have been identified and targeted by senior leadership. The role will focus on shaping, qualification, solution positioning, teaming strategy, competitive analysis, and win execution across Air Force IT modernization, cyber, cloud, logistics, mission systems, and enterprise transformation programs.

 

While the primary focus is capture execution, the position will assist with business development activities as needed by leveraging established USAF and DoD relationships to help refine customer requirements and positioning strategies.

 

RESPONSIBILITIES

  • Lead end to end capture execution for Air Force opportunities identified by senior leadership.
  • Work directly with the VP Air Force Programs and AF Strategic Growth VP to align capture strategy with corporate growth priorities.
  • Develop and maintain detailed capture plans including stakeholder mapping, solution positioning, win themes, competitive assessments, and teaming strategies.
  • Coordinate technical, pricing, and operational subject matter experts to develop discriminating solutions aligned to customer mission needs.
  • Conduct competitive intelligence and gap analysis to inform bid and no bid decisions and pricing strategy.
  • Engage USAF and DoD stakeholders to validate requirements, acquisition strategies, and evaluation criteria.
  • Support proposal development including win strategy, management approach, staffing alignment, and executive reviews.
  • Assist senior leadership with targeted business development engagement where existing USAF relationships can accelerate opportunity shaping.
  • Mentor junior capture and proposal staff as required.

REQUIRED QUALIFICATIONS

  • 15 or more years of leadership experience within the United States Air Force and or DoD acquisition and program management environments.
  • Extensive experience working within Headquarters Air Force, MAJCOMs, acquisition policy, IT modernization, or mission systems environments.
  • Demonstrated experience leading large, complex Air Force programs including IT, logistics, cyber, or enterprise systems valued at 50 million dollars or greater.
  • Strong working knowledge of FAR, DFARS, PPBE, and DoD acquisition lifecycle processes.
  • Experience leading cross functional teams of 45 or more personnel in mission critical environments.
  • Exceptional executive level communication skills with experience briefing senior government and flag officer leadership.
  • Bachelor’s degree required. Master’s preferred.
  • Active Secret clearance required.
  • Dedicated space for home office with reliable phone and internet service.

PREFERRED QUALIFICATIONS

  • Prior experience in Air Force acquisition policy or enterprise IT leadership roles.
  • Experience transitioning from senior government leadership to industry capture or growth roles.
  • DAU Program Management Level III Certification.
  • PMP Certification or in progress.
  • SAFe or Agile Government implementation experience.
