RESPONSIBILITIES

Pipeline & Market Intelligence

  • Own the day-to-day health and accuracy of TekSynap’s opportunity pipeline — maintaining data integrity across CRM/pipeline management systems, validating opportunity details, tracking stage progression, and flagging pipeline risks or gaps to growth leadership.
  • Conduct structured market research and opportunity identification using SAM.gov, GovWin IQ, HigherGov, USASpending, and agency budget justifications to surface new pursuits aligned with TekSynap’s strategic priorities and vehicle portfolio.
  • Build and maintain competitive intelligence profiles on key competitors and incumbents — tracking contract wins, organizational changes, teaming patterns, and pricing trends across TekSynap’s target agency ecosystem.
  • Monitor agency budget cycles, procurement forecasts, and acquisition pipeline publications to identify early-stage opportunities before formal solicitation.
  • Produce recurring pipeline health reports, win/loss analyses, and market trend briefings for growth leadership and executive stakeholders — delivering insight, not just data.

Capture & Pursuit Support

  • Support capture managers and business development leads through the pursuit lifecycle: compiling opportunity profiles, assembling competitive landscapes, drafting preliminary win themes, and preparing materials for gate reviews (bid/no-bid, Black Hat, solution reviews).
  • Develop and maintain Pwin assessment inputs — gathering and organizing the customer intelligence, competitive positioning, and solution fit data that inform go/no-go decisions at each gate.
  • Research and assess potential teaming partners for specific pursuits: past performance, agency relationships, socioeconomic status (SB, 8(a), SDVOSB, HUBZone), vehicle access, and capability relevance.
  • Assist in RFI response preparation, draft RFP comment development, and industry day research — ensuring TekSynap’s capture teams enter every engagement with current, well-organized intelligence.
  • Support proposal efforts by contributing to compliance matrices, past performance volumes, and data calls during color team reviews (Pink, Red, Gold).
  • Assist in the development and maintenance of account plans for priority agency targets — compiling agency mission profiles, organizational charts, budget trends, procurement forecasts, incumbent contract maps, and relationship status to give capture managers and BD leads a current, actionable foundation for customer engagement and pursuit prioritization.

Growth Operations & Process Improvement

  • Develop and maintain dashboards, trackers, and reporting tools that give growth leadership real-time visibility into pipeline status, pursuit progress, and resource allocation across the capture portfolio.
  • Drive process discipline across the growth organization — enforcing data standards in CRM systems, maintaining opportunity review cadences, and ensuring pipeline management processes are followed consistently.
  • Analyze win/loss data and capture lessons learned to identify patterns, surface systemic issues, and recommend improvements to TekSynap’s capture methodology and competitive positioning.
  • Support the CGO and growth leadership with ad hoc strategic analyses: M&A target screening, vehicle analysis, agency portfolio assessments, and competitive landscape deep dives as priorities shift.
  • Contribute to the continuous improvement of growth team tools, templates, and workflows — increasing the speed and quality of analytical output across the organization.

REQUIRED QUALIFICATIONS

  • 3–5 years of experience in business development, capture support, market intelligence, or growth operations within a federal government contracting environment.
  • Demonstrated proficiency with federal procurement data sources: SAM.gov, GovWin IQ, HigherGov, USASpending, and agency procurement forecast publications.
  • Working knowledge of federal acquisition processes — FAR/DFARS basics, RFP structures, IDIQ/GWAC vehicles, and the full-and-open competitive landscape — sufficient to contextualize market research and pipeline data for capture teams.
  • Experience maintaining and analyzing opportunity pipelines in CRM or pipeline management systems (e.g., Salesforce, Microsoft Dynamics, or equivalent).
  • Strong analytical and data visualization skills — ability to synthesize large volumes of procurement data into clear, actionable briefings for senior leadership.
  • Excellent written communication skills, with experience producing competitive intelligence reports, pipeline summaries, or market assessments that inform executive decision-making.
  • Advanced proficiency in Microsoft Excel/Google Sheets and PowerPoint/Google Slides; comfort building dashboards and structured reporting products.
  • Bachelor’s degree in business, political science, public administration, economics, or a related field required.
  • Ability to obtain a government clearance - United States Citizenship required.

Preferred Qualifications

  • Direct experience supporting captures or proposals in a mid-size to large federal IT services contractor ($250M+ revenue).
  • Familiarity with Shipley or equivalent structured capture and proposal development methodology.
  • Experience with IDIQ/GWAC task order pursuit dynamics — understanding how task order pipelines differ from standalone procurements.
  • Exposure to pricing analysis, cost volume support, or competitive pricing benchmarking in a federal context.
  • Proficiency with business intelligence or data visualization tools (e.g., Power BI, Tableau, or equivalent).
  • APMP Foundation certification or equivalent professional development in capture and proposal management.
  • Familiarity with TekSynap’s target agency portfolio across DoW, Civilian, and IC customer sets.

Overview

The Business Development Analyst is a high-impact role on TekSynap’s growth team, responsible for the analytical engine that drives pipeline health, pursuit prioritization, market intelligence, and capture support across TekSynap’s federal IT portfolio spanning Defense/DoW, Civilian agencies, and the Intelligence Community. This role sits at the intersection of strategy and execution — translating raw pipeline data, market signals, and competitive intelligence into actionable insights that directly inform go/no-go decisions, resource allocation, and win strategy.

 

The ideal candidate is 3–5 years into a GovCon career and has moved beyond entry-level research into a position where they are trusted to shape how leadership sees the pipeline and the competitive landscape. They bring fluency in federal procurement data sources, comfort with pipeline management systems, and the analytical rigor to support a proposal-intensive, multi-pursuit operation. This is not a back-office reporting role — it is a growth operations position embedded in the rhythm of captures, pipeline reviews, and strategic planning.
