RESPONSIBILITIES

The Infrastructure Database Subject Matter Expert Lead is a critical role in ensuring the stability, performance, and security of our enterprise database infrastructure. Provide SME Lead responsible for providing technical leadership, expertise, and guidance in the management and optimization of Oracle database infrastructures. Serves as technical expert on enterprise-level database project teams providing technical direction, interpretation and alternations. Thinks independently and demonstrates exceptional written and oral communications skills. Has strong command of the English language. Applies advanced technical principles, theories, and concepts. Contributes to the development of new principles and concepts. Works on unusually complex technical problems and provides solutions, which are highly innovative and ingenious. This role requires in-depth knowledge of database architecture, administration, performance tuning, high availability, disaster recovery, and security best practices. The SME Lead will collaborate closely with cross-functional teams to design, implement, and support database solutions that meet the organization's operational and business requirements.
  • Lead the design, implementation, and optimization of Oracle database infrastructures, ensuring scalability, reliability, and performance.
  • Provide technical leadership and guidance to database administrators and engineers, mentoring team members and fostering a culture of collaboration and continuous improvement.
  • Develop and maintain database standards, policies, and procedures in alignment with industry best practices and regulatory requirements.
  • Perform database capacity planning, monitoring, and optimization to ensure optimal performance and resource utilization.
  • Collaborate with infrastructure and application teams to design and implement database solutions that meet business needs and integrate with existing systems.
  • Implement and maintain database security measures, including access controls, encryption, and auditing, to protect sensitive data and comply with regulatory requirements.
  • Lead database upgrade, patching, and migration projects, ensuring minimal downtime and risk mitigation.
  • Implement high availability and disaster recovery solutions, including clustering, replication, backup, and recovery strategies, to ensure business continuity.
  • Conduct database performance tuning and troubleshooting, identifying and resolving performance bottlenecks and other issues proactively.
  • Evaluate emerging database technologies and trends, providing recommendations for adoption or integration into the existing infrastructure.
  • Collaborate with vendors, consultants, and other external partners to evaluate, procure, and implement database-related tools and solutions.
  • Develop and deliver training programs, workshops, and documentation to educate internal stakeholders on database best practices and technologies.

 REQUIRED QUALIFICATIONS:

  • Active Secret clearance with IT-I Sensitivity.
  • Ten (10) years’ experience in database administration and infrastructure management, with a focus on Oracle databases.
  • Must have one of the following DoD 8570 Baseline IAT Level II certifications:
    • CCNP Security
    • CySA
    • GICSP
    • GSEC
    • GCIH
    • Security+
    • CND
    • SSCP
  • Relevant certifications such as Oracle Certified Professional (OCP 19c or above).
  • Supported DoD or Federal Oracle or enterprise database environments.
  • Proven experience leading Oracle database infrastructure projects from conception to completion, including design, implementation, and support phases.
  • Strong expertise in Oracle Database Server administration, including installation, configuration, performance tuning, backup and recovery, and DoD cybersecurity management.
  • In-depth knowledge of Oracle database architecture, high availability, disaster recovery, and replication technologies.
  • Hands-on experience with Oracle Enterprise Monitoring (OEM) database monitoring, diagnostic, and performance tuning tools.
  • Proficient in the setup and configuration of OEM 13c to facilitate navigation and monitoring overall health of our enterprise database systems, including organizing targets and groups, setting up target monitoring, alerts and notifications; using job system to create and manage jobs to automate commonly performed tasks, view, search and compare system configurations; provisioning and managing target patching, facilitate compliance policies and violations, and utilize BI Publisher to generate custom reports.
  • Excellent leadership, communication, and interpersonal skills, with the ability to effectively collaborate with cross-functional teams and stakeholders.
  • Strong analytical and problem-solving skills, with the ability to troubleshoot complex database issues and develop innovative solutions and toolsets.
  • Experience with cloud-based database platforms and technologies (e.g., AWS RDS, OCI).
  • Experience working in regulated industries such as defense, or government is desirable.
  • Ability to work independently, prioritize tasks, and manage multiple projects simultaneously in a fast-paced environment.
  • Project Management Experience: Proven track record in managing large projects related to Oracle DB system, from planning to implementation including ongoing maintenance.
  • Leadership and Team Management: Ability to lead and motivate a team of database administrators, providing guidance, direction, and support to ensure project objectives are met effectively. Effective and timely communications with Government Management and Government leads.
  • Communication Skills: Excellent communication skills to persuade, negotiate, convey technical concepts to nontechnical audiences, and facilitate collaboration between multiple teams involved in projects.
  • Cyber Security and Risk Management: Strong understanding of DISA Security Technical Implementation Guides (STIG) / IAVAs relating to cybersecurity principles with experience in identifying, assessing, and mitigating risks associated with Oracle Enterprise database security posture as well as prepping and supporting successful audits.
  • Problem-Solving Skills: Proficiency in problem-solving and troubleshooting complex DLA business application database-related issues, with the ability to analyze problems, identify root causes, communicate to management and implement effective solutions in a timely manner.
  • Vendor Management: Experience in managing relationships with Oracle Support and other third-party vendors, negotiating services, and ensuring deliverables meet project requirements and service level agreements.
  • Documentation and Reporting: Skill in preparing and organizing comprehensive project documentation, including project plans, status reports, job guides, and technical documentation, to ensure transparency and accountability throughout the project lifecycle.
  • Change Management: Understanding of change management processes and experience in managing changes to Oracle database systems, tracking requests, and ensuring minimal disruption to business operations while maintaining network configuration, system integrity and security.
  • Continuous Learning: Commitment to staying updated with the latest developments in SQL database technologies, industry best practices, and project management methodologies to drive continuous improvement and innovation in database administration processes.

WAGE INFORMATION

Target salary range: $110,000 - $160,000. The salary range displayed is an estimate only and is not a guarantee of compensation or salary, and will be determined on several factors regarding the individual’s particular combination of education, knowledge, skills, competencies and experience, as well as contract parameters and organizational requirements. The displayed salary is one component of the total compensation package for employees.
