ISSMs act as technical advisors to AOs, are primarily responsible for maintaining the overall security posture of the systems within their organization and are accountable for the implementation of DoD 8510.01.  The organization’s overall Cybersecurity Program is developed by the ISSM; this includes cybersecurity architecture, requirements, objectives and policies, cybersecurity personnel, and cybersecurity processes and procedures.  ISSMs are also in charge of the continuous monitoring of systems within their purview to ensure compliance with cybersecurity policies.  Moreover, ISSM responsibilities include (taken from DoDI 8500.01 and 8510.01):   GENERAL RESPONSIBILITIES - Support implementation of the RMF. - Maintain and report IS and PIT systems assessment and authorization status and issues in accordance with DoD Component guidance. - Provide direction to the ISSO in accordance with DoDI 8500.01 - Coordinate with the organization's security manager to ensure issues affecting the organization's overall security are addressed appropriately. - Ensure that IOs and stewards associated with DoD information received, processed, stored, displayed, or transmitted on each DoD IS and PIT system are identified in order to establish accountability, access approvals, and special handling requirements. - Maintain a repository for all organizational or system-level cybersecurity-related documentation. - Ensure that ISSOs are appointed in writing and provide oversight to ensure they follow established cybersecurity policies and procedures. - Monitor compliance with cybersecurity policy, as appropriate, and review the results of such monitoring. - Ensure that cybersecurity inspections, tests, and reviews are synchronized and coordinated with affected parties and organizations. - Ensure implementation of IS security measures and procedures including reporting incidents to the AO and appropriate reporting chains, and coordinating system-level responses to unauthorized disclosures in accordance with DoD Manual 5200.01, Volume 3 for classified information or DoD Manual 5200.01, Volume 4 for controlled unclassified information (CUI), respectively. - Ensure handling of possible or actual data spills of classified information resident in ISs, are conducted in accordance with DoD 5200.01, Volume 3. - Act as the primary cybersecurity technical advisor to the AO for DoD IS and PIT systems under their purview. - Ensure that cybersecurity-related events or configuration changes that may impact DoD IS and PIT systems authorization or security posture are formally reported to the AO and other affected parties, such as IOs and stewards and AOs of interconnected DoD ISs. - Ensure the secure configuration and approval of IT below the system level (i.e., products and IT services) in accordance with applicable guidance prior to acceptance into or connection to a DoD IS or PIT system. This position will work with SDA personnel to provide operations, maintenance, and programming of as-built AV systems throughout the SDA’s area of responsibilities, as well as requirement capture, design / engineering, and installation of system enhancements of custom control system design based on the customer's needs. BOEM and BSEE are responsible for managing the nation’s offshore energy, minerals, and natural resources on the Federal Outer Continental Shelf (OCS). BSEE promotes safety, protects the environment, and conserves resources offshore through vigorous regulatory oversight and enforcement. BOEM manages the responsible exploration and development of offshore energy and marine mineral resources on the OCS. RESPONSIBILITIES - Collect and analyze network and/or host artifacts from a variety of sources to include logs, system images and packet captures to characterize activity, determine root cause, operational impact, and to enable rapid remediation and/or mitigation of cyber threats within the Enterprise Network through the investigation process. - Perform cyber incident triage; to include determining scope, urgency, and potential impact; identifying the specific vulnerability; and making recommendations that enable expeditious remediation. - Provide expert technical support and perform real-time cyber defense incident handling (e.g., forensic collections, intrusion correlation and tracking, threat analysis, and direct system remediation) tasks to support subordinate organizations and system owners. - Manage and document cyber defense incidents from initial detection through final resolution methods. - Maintain an average of at least two new detection use cases per month during each year of contract execution. Detection use cases shall be based on current threats, the MITRE ATT&CK framework, or Government direction. - Maintain metadata for all detection use cases to include use case owner, number of false positives identified, number of true positives identified, and average time to execute (based on incident detection monitoring analyst feedback). - Analyze all completed incident records and make improvements to related detection use cases. - Conduct refinements to correlation rules, filters, signatures, or plays to enhance overall effectiveness by lowering false-positive rates. Track and validate refinement requests and provide metrics on these activities monthly. - Assist with develop methods for automating the execution of incident detection use cases that result in false-positive rates below 10%. Provide monthly reports on new automation actions and their results. - At the direction and under the supervision of Government personnel, validate the effectiveness of any plays created by emulating adversary tactics to trigger the necessary alerts (blue team). - Demonstrate effectiveness by creating detection use cases that successfully detect Red Team (penetration testing) activity. - Utilize the MITRE ATT&CK matrix and other threat frameworks to develop detection use cases. Continually refine these processes with the goal of automating their execution. - Provide subject matter expertise in creation, editing, and management of signatures, rules and filters for specialized network defense systems including but not limited to network and ESS IDS, IPS, firewall, web application firewall, proxy and SIEM systems. - Analyze SIEM views daily to ensure views support detection and response operations. This position will support activities within Special Access Programs (SAPs) supporting Department of Defense (DoD) agencies, such as HQ Air Force, Office of the Secretary of Defense (OSD) and Military Compartments efforts. RESPONSIBILITIES - Installation, configuration, maintenance, and administration Enterprise ArcGIS geospatial information systems on three networks plus redundant systems at backup site to include managing and monitoring replication between servers and sites. - DoD PKI enabled front end Web server installation, configuration, and administration, as well as security vulnerability mitigation and remediation IAW DISA STIGs and various scans. - Implement DoD and local SSO security requirements, including STIG, Virus Scan, compliance scanning, HBSS, and local security policies, while maintaining system efficiency, maintainability, and supportability. - Install and configure new software as required and install software patches as they become available. - Troubleshoot, debug, and resolve software, system, network, and security related issues. - Work with software vendor technical support to overcome issues, including software, configuration, and compatibility issues with DoD compliant security environment. - Write and modify scripts in PowerShell, C#, C++, HTML, XML, JSON, and JavaScript to automate administrative processes and labor tasks, modify installed software, and provide system control and monitoring. - Develop and maintain required system documentation (as-builts, SOPs, work instructions, TTPs etc) REQUIRED QUALIFICATIONS - Active DoD Secret Clearance with TS/SCI eligibility - 8570 IAT II level certification, i.e. Security + CE - Bachelor of Arts (BA)/Bachelor of Science (BS) degree or equivalent work experience.  Years of work experience may be substituted one for one with college years. - 10+ years of relevant experience - US Citizen - Experience administering applications in VMware environment - Experience with Windows Server OS and troubleshooting - Experience with ArcGIS/ESRI automation and deployments - Proactive self-starter demonstrating a positive, willing attitude and excellent oral and written communication skills. - Organizational Skills: Can plan and prioritize work.   RESPONSIBILITIES • Serve as the primary point of contact between the customer, the contract staff, and TekSynap senior leadership. • Ensure project tasks are completed to customer satisfaction and within schedule and cost constraints. • Apply project management best practices to the planning, scheduling, assigning, executing, monitoring, and validation of project tasks. • Establish and implement processes and management plans to direct all work performed against assigned government contracts, ensuring projects are delivered on time, within budget, adhere to high quality standards and meet customer expectations. • Direct and monitor project work daily, identifying resource needs, performing quality reviews, and escalating risks and issues appropriately. • Develop and manage detailed work plans, schedules, changes to scope and milestone deadlines, project estimates, resource plans, and status reports. • Ensure effective communication to all stakeholders throughout the project lifecycle. • Manage human resources and staffing to ensure project performance is exemplary (e.g., hiring, performance management, etc.). • Manage multiple cross‐functional projects with varying degrees of complexity. • Assess problems, conduct root cause analysis, and present solutions and recommendations to senior leadership. • Analyses team data, metrics, and trends. • Create, populate, and maintain project budgets, forecast cost and revenue tables, resource assignments, and other tools used to calculate the projects financial health. The CSFC Network Engineer would assist and support with the development, configuration, testing, and evaluation of Commercial Solutions for Classified (CSfC) solutions used to secure government customers' classified data and networks. RESPONSIBILITIES The Storage Administratoris expected to be able to:  Responsible for effective provisioning, operation, installation/configuration and maintenance of systems hardware/software/related infrastructure. Provide technical support, guidance and hands-on delivery in the planning, implementation and ongoing operations. The Systems Engineer shall participate in technical research and development to enable continuing innovation within the infrastructure. Ensure that system hardware, operating systems, software systems, and related procedures adhere to organizational values and regulatory requirements. The Systems Engineer shall document specifications, project plans, configurations, test plans and results. Depicts complex ideas, issues and designs to varied audiences; communicates project objectives, scope and status to project teams.  Duties may include, but are not limited to the following:  - Provide administrative and technical support for current and future storage technologies used by NGA.  - Create, test, implement, and remove backup policies as required for various NGA systems including, but not limited to Windows, UNIX, and Linux operating systems.  - Install, configure, and remove physical and virtual appliances and servers used for NGA backup operations.  - Perform file and system level restoration using provided backup tools as required.  - Utilize Service Now to document restore requests  - Provide expert knowledge on IT storage vendors in use by NGA: Hitachi, NetApp, Dell EMC, Dell, HPE, Brocade, and Cloud agnostic 3rd party technologies such as Azure Storage and AWS Storage.  - Provide expert knowledge in NGA’s current storage monitoring solutions including, but not limited to Brocade Network Advisor, Brocade SANnav, NetApp OnCommand Unified Manager, NetApp IQ, NetApp OnCommand Insight, EMC Unisphere Central, HP 3PAR Management Server, and Hitachi Command Suite.  - Daily operations for storage administration include:  - Storage Array administration  - LUN / Volume administration  - Fiber switch administration  - Storage File Sharing  - Security Implementation  - Data Migrations  - Pilot Projects / Proof of Concept  - Cloud Tier support and administration  - Other duties as assigned  - - Provide on-call Support to NGA Enterprise Storage mission 24 hours a day, 7 days a week, 365/366 days per year, including weekends and holidays is required as part of a weekly rotating schedule.
