RESPONSIBILITIES - Software development center, responsible for delivering Software as a Service (SaaS) products and capabilities that drive maximum utility and efficiency to our Mission Partners. - Leverage cloud environments, enterprise frameworks and tools (STS, SAL, iCAM, SecDevOps, DevOps, etc.) to seamlessly build, deploy, operate and maintain products and services, using an Agile framework. - Provide full software build to include front and back-end system and sub-system components. - Perform development activities in accordance with the Sponsor’s regulations and policies. - Apply knowledge of usability and accessibility standards, user research, and user-centered design principles to optimize application interface designs. - Perform development activities in accordance with the Sponsor’s regulations regarding accessibility standards for Information Technology as codified by the Accessibility Standards and Accessibility Test Criteria establish by the IT Accessibility Program Office. - Perform the self-evaluation of the IT capabilities and report the Accessibility Scores to the Sponsor (CDRL 001). - Create, update and maintain engineering and support documentation, as approved by the Sponsor, for assigned projects and programs for the lifespan of all projects and services. - Monitor and take responsive actions on application and support environment level alarms and audit events. Assess mission partner requirements, identify dependencies, gaps, and develop responsive project plans approved by the Sponsor. - Brief the Sponsor on status of assigned projects and programs as needed and per CDRL 001. Support other software development functions as required by the Sponsor. - Demonstrated experience using JavaScript (JS). - Demonstrated experience with these development languages: Java, NodeJS, and Angular. REQUIRED QUALIFICATIONS - Active TS/SCI + Poly clearance - Bachelor's degree and 12 years of experience. RESPONSIBILITIES - Assist with Operations, Administration, and Maintenance (OA&M) of our ServiceNow platforms hosted on C2E-AWS to provide operational efficiencies in requirements management and mission networks close support workflows.   - The Customer maintains a backlog of over one hundred IT related requirements supporting multiple customers. - The work would be performed within a team environment supporting multiple stakeholders at the Customer’s location.  - Provide OA&M of the Customer’s ServiceNow platforms to automate data collections and integrate existing corporate data systems to report actionable and accurate corporate data for decision making and analysis purposes. - Analyze, develop, and maintain proposed system modification, upgrades, and interfaces with external systems.  - Communicate and collaborate via Agile software development methods with stakeholders to define user requirements and customize software application solutions to meet them. RESPONSIBILITES   - Provide full systems engineering life-cycle support.   - Perform joint architectural/systems engineering analyses to validate that proposed C4 designs can be fully integrated with existing, and target IS enterprise architectures.  - Assist with the development and review of strategies, plans, and activities to integrate capabilities into an operational platform.  - Provide technical solution(s) to engineering problems.   - Assist with maintaining and updating a cyberspace operations program community-level milestone review process and provide recommendations on implementation to ensure collaboration in the identification and coordination of new and proposed C4 investments and initiatives, including Development, Modernization, and/or Enhancement (DME).   - Assist with the design and development of systems and associated enterprise architectures in accordance with the DoD Architectural Framework (DoDAF) and architectural artifacts.   - Design and assess system reliability documents for new secure, remote, backup storage systems to improve the resiliency of the systems for different disaster recovery scenarios.   - Integrate and maintain electronic processes or methodologies to automate the collection, reporting, and resolution of issues to resolve system or technology problems.   - Apply engineering principles for reviewing and analyzing secure systems designs, identifying areas for improvement, developing solutions for resolving secure systems design problems, and develop analysis and recommendation reports.   - Coordinate and collaborate with the requirements team and perform technical planning, system integration, verification and validation, risk analysis, and supportability and effectiveness analyses for total systems solutions.   - Perform analyses at all levels of the total system product lifecycle, including HW/SW, concept, design, fabrication, test, installation, operation, maintenance, and disposal.   - Perform site surveys, system evaluations, system analysis, architecture, and infrastructure assessments.   - Conduct logical and systematic conversions of customer or product requirements into total systems solutions that acknowledge technical, schedule, and cost constraints.   - Apply and/or develop advanced technologies, scientific principles, theories, and concepts.   - Assist the Government in planning new programs and recommend technological application programs to accomplish long-range objectives.   - Conduct reviews and provide comments on technical and planning materials provided by Government Subject Matter Experts (SMEs) (e.g., technical documentation, reports, DoD and IC cyber policy/procedures).   - Assist with data collection and analysis, for such things as cyber presentations, speeches, and briefings (Section F, Deliverable 25).   - Maintain metrics (e.g., quarterly, monthly, and annual) on leading security indicators, as required.   - Review cyber-related input from various organizations, consolidate the information into a package, and submit for inclusion into various cyber reports (e.g., Director’s/Commander’s Weekly Activity Report (WAR) and Defend the DoDIN reports)   - Analyze the security details of systems and assist with developing and publishing security processes from formal cybersecurity meetings of every category   - Ensure system engineering designs utilize DevSecOpsin accordance with DoD guidance.   - Utilize a test environment to allow for development and testing of engineering solutions to provide interoperability.      REQUIRED QUALIFICATIONS   - 10+ Years of Experience   - Bachelor of Science (BS)    - Top Secret / SCI with CI Poly   - DoD 8570 IASAE Level II - CASP+CE - CISSP - CSSLP

RESPONSIBILITIES - The PM must have five (5) years of prior program management experience with program(s) of similar size and scope for the design, installation, maintenance, and decommissioning of systems included within this SOW. - The PM must be proficient with IT systems, including, but not limited to: MS Office, Adobe, and AutoCAD. - Ten years of program management experience with program(s) of similar size and scope for the design, installation, maintenance, and decommissioning of systems included within the SOW. - A Bachelor's Degree or relevant certifications in the Information Technology and/or Management disciplines - Demonstrated history of working with Sponsor or other Intelligence Community organizations on previous contractual efforts. RESPONSIBILITIES - Provide Network Support to setup and maintain the security teams' data security and computer networks; ensure proper operation of communication lines; and provide regular network maintenance to prevent breakdowns. - Conduct integration of the network across ODNI campuses. - Support a mixture of classified and unclassified network connections to the software and hardware on the various systems (The majority of the network is unclassified with several classified standalone systems). - Provide Network support for physical and security systems, to include Lenel, Video Verification Systems, Intrusion Detection Systems, and Access Control Systems. Job Description: This task will provide Fleet Numerical Meteorology and Oceanography Center (FLENUMMETOCCEN) with support for engineering End-to-End Data Flow Monitoring of critical operational information technology (IT) functions by analyzing FLENUMMETOCCEN’s networks, data, and systems connected to NIPRNET. This work will include documentation, analysis, planning, engineering, software implementation and updates, as needed. Specifically, the contractor shall analyze, recommend, and implement improvements to FLENUMMETOCCEN’s IT infrastructure to improve the availability, reliability, and maintainability of data, configurations, networks, and systems.   Analyze, engineer, and enhance data flow monitoring enabling early identification of root problems; Correct identification and prompt notification of the pertinent subject matter expert (SME); and help support compliance with the Information Assurance (IA) Risk Management Framework (RMF) on FLENUMMETOCCEN’s networks and computing systems.   Responsibilities include, but are not limited to: - Researches, designs, develops and/or modifies enterprise-wide systems and/or applications software - Participates in the design and coding of software productsEQ - Prepares comprehensive test plans and conducts tests - Analyzes test results and recommends moderately complex corrections to more experienced software engineers - Writes and updates technical documentation such as user manuals, system documentation, and training materials - Troubleshoots problems and provides customer support for software operating system and application issues - Maintains current knowledge of relevant technology as assigned - Participates in special projects as required   Education and Experience Requirements: - Bachelor's degree - 5+ years of experience - Experience planning, writing, coding, testing, debugging and documenting programs in a Linux or Unix-like environment - Experience using a compiled language; Fortran or Java - Experience using an interpreted language;  Python, Perl, or similar - Shell scripting, Linux, Splunk, GeoServer, PostgreSQL, PERL or similar - Secret clearance

RESPONSIBILITIES   Meeting Participation and Support - Organize and support meetings required by the government to include scheduling, drafting presentation materials, conducting briefings, and other related activities - Formal meetings the contractors shall be expected to support include: - Periodic Reviews: Biweekly status reviews with the Unit Chief via telephone or in person as required by the government - Other Meetings: Participate in other meetings as required by the government by preparing presentation materials relating to program status, accomplishments, issues, and deliverables, including picture or graphic files. Candidates are expected to prepare electronic or hardcopy materials for each meeting which may be held at a range of different levels within the FBI. Candidates will frequently meet with DOJ and USIC partners to discuss updates to the AGG-ET DIOG and DIOG-Related Policy Reviews - Assist the FBI point of contact, via the Contractor Program Manager, with producing substantive and administrative updates to the DIOG, ensuring that the document is effectively managed and kept current. This includes identifying potential issues and inconsistencies with other FBI and DOJ policies - Shall have extensive knowledge of the DIOG and internal FBI polices - Draft policy on behalf of the FBI on classified topics pertaining to the DIOG, including, but not limited to, undercover operations, extraterritorial operations, online investigations, sensitive investigative techniques, and counterintelligence - Work with the DOJ to propose updates to the classified AGG-ET and frequently meet with partners (e.g., Central Intelligence Agency [CIA], DOJ) on these classified discussions - Provide SME advice on proposed operational and administrative policies in the IPO workflow on topics including, but not limited to, undercover operations, extraterritorial operations, online investigations, sensitive investigative techniques, and counterintelligence DIOG Support - Support the FBI’s Internal Policy Office by continuing to produce substantive and administrative updates to the DIOG - Provide advice on both proposed operational and administrative policies entering the IPO workflow - Use knowledge of FBI operations to infuse the policy and intent of the DIOG into underlying policies for use of specific methods or within specific divisions REQUIREMENTS - Possess at least 20 years in DOJ and USIC management and legislative oversight - Possess knowledge of the Attorney General guidelines (AGG) - Have experience working effectively with DOJ and USIC agencies in relation to information sharing - Be capable of working independently and providing detailed analysis and recommendations to FBI personnel at the senior executive level - Be familiar with intelligence policies and procedures within the FBI, DOJ, and ODNI - Have experience participating in working groups and providing input on policy-related matters - Have extensive knowledge regarding and experience with FBI investigations (criminal and national security matters) - Bachelor’s degree or equivalent experience in a related field.
