The Tier I-NOC Technician provides Network Operations Center support and front-line communications, monitoring, support, diagnosis, and coordination with specialized support groups. Utilize several network monitoring tools to ensure the viability of the network, while responding to a variety of hardware and software issues. RESPONSIBILITIES - Responsible for the overall management of the specific task order(s). - Thorough understanding of agile software development methodologies, values, and with scope and complexity similar to this requirement. - Serve as the primary point of contact between the customer, the contract staff, and TekSynap senior leadership. - Ensure that project tasks are completed to customer satisfaction and within schedule and cost constraints. - Apply project management best practices to the planning, scheduling, assigning, executing, monitoring, and validation of project tasks. - Establish and implement processes and management plans to direct all work performed against assigned government contracts, ensuring that projects are delivered on time, within budget, adhere to high quality standards and meet customer expectations. - Direct and monitor project work daily, identifying resource needs, performing quality reviews, and escalating risks and issues appropriately. - Develop and manage detailed work plans, schedules, changes to scope and milestone deadlines, project estimates, resource plans, and status reports.  - Ensure effective communication to all stakeholders throughout the project lifecycle. - Experience as primary Program Manager on large scale, technically network modernization projects with scope and complexity similar to this requirement. - Demonstrated experience working in and leading project teams, showing management of team capacity, deliverables, budget, and resources. - Assess problems, conduct root cause analysis, and present solutions and recommendations to senior leadership.  - Analyses team data, metrics, and trends. - Demonstrate advanced knowledge in planning, directing, and managing projects/operations in an organization similar in size to this acquisition. - Demonstrate experience with researching and fielding new and innovative technologies. - Demonstrate experience in procurement of IT hardware and software. RESPONSIBILITIES - Lead the design, implementation, and optimization of complex network circuits to meet performance and reliability requirements. - Knowledge of DOD network and system security requirements. - Provide technical guidance and mentorship to junior engineers and technical staff. - Conduct in-depth analysis of network performance metrics and implement optimization strategies to improve efficiency and reliability. - Knowledge of networking and network-based software applications in a DOD IT environment - Collaborate with cross-functional teams to develop comprehensive network solutions that align with organizational objectives. - Knowledge of emerging technologies and industry trends in circuit engineering and network infrastructure to drive innovation and continuous improvement. - Develop and maintain technical documentation, including network diagrams, configuration guides, and standard operating procedures. - Participate in incident response and troubleshooting activities to resolve complex network issues in a timely manner. - Knowledge of IP and optical network operation. - Utilization of monitoring tools to provide both reactive and proactive support for the client network and systems infrastructure - Knowledge of industry accepted standards and best practices related to Information Management Operations and with ITSM best practices. - Demonstrated ability for oral and written communication with the highest levels of management REQUIRED QUALIFICATIONS - Experience: - Minimum 5 years’ experience in creating engineering circuit layout diagrams - Minimum 5 years’ experience in digital and analogue circuit design and implementation - Minimum 5 years’ experience in analysis testing and troubleshooting circuits - Minimum 5 years’ experience with help desk support and operation. - Education: - Bachelor’s Degree in Related Field - Clearance: Must possess a Top Secret/SCI clearance

RESPONSIBILITIES - Oversee the design, installation, and maintenance of inside plant infrastructure, including cabling, racks, and equipment. - Ensure compliance with industry standards and best practices for inside plant design and layout. - Coordinate with facility management teams to address physical infrastructure requirements and space allocation. - Manage the planning, deployment, and maintenance of outside plant infrastructure, such as fiber optic cables, conduits, and enclosures. - Conduct site surveys and assessments to determine OSP requirements and feasibility for network expansion or upgrades. - Collaborate with construction teams and contractors to execute OSP projects on schedule and within budget. - Develop and implement standard engineering decommissioning policies and processes in accordance with existing standards. - Ensure orderly termination/disposal of network devices, circuits, and components. - Update equipment status in Information Resource Management (IRM) and CMDB and provide decommissioning reports. - Establish transition plans to ensure smooth transition of networks, applications, systems, and equipment. - Coordinate with JSP Engineers to conduct acceptance tests for transitioning systems. - Connect transitioning systems to the production network as per the transition plan and coordinate authorized outages. - Develop Acceptance Test Plans (ATP) ensuring transitioning systems meet all specifications and identify potential issues. - Conduct end-to-end configuration reviews of network devices and architecture, providing recommendations for improvement. REQUIRED QUALIFICATIONS - Experience: - 3 years of relevant experience - Must have current or the ability to obtain the OSP Confined Space Training certificate - Education: - Bachelor’s Degree in Related Field - Certifications:  - RCDD Certification - Clearance: Must possess a Top Secret/SCI clearance
